Event Overview

There have been many gains made in healthcare in its goal to meet Meaningful Use Stage 1 compliance. New research from HIMSS Analytics reported a 16 percent increase, from 25 to 41 percent in the seven months from February to September 2011, in hospitals being well positioned to meet Stage 1 of meaningful use. The data indicates more eligible hospitals are likely to succeed in meeting the criteria for this first stage of meaningful use, an important step as healthcare providers strive to become meaningful users of health information technology. As of Sept. 30, 2011, CMS reported 2,215 eligible hospitals have registered for Medicare and Medicaid EHR incentive programs; 564 hospitals (158/Medicare and 406/Medicaid) have received payment for meeting Stage 1 of meaningful use, as of this same date.

As healthcare providers are in the midst of working towards Stage 1 compliance, the Department of Health and Human Services has released three new Notices of Proposed Rulemaking (NPRM): Meaningful Use Stage 2 requirements, Standards Implementation Specifics, and Certification Criteria.  This proposed rule, applicable to eligible professionals (EPs), eligible hospitals, and critical access hospitals (CAHs) delineates Stage 2 criteria that must be met in order to qualify for Medicare and/or Medicaid electronic health record (EHR) incentive payments. Additionally, pay adjustments under Medicare for covered professional and hospital services provided by EPs, eligible hospitals and CAHs failing to demonstrate meaningful use are outlined. This proposed rule includes revision to certain Stage 1 criteria, a proposed 1 year delay for Stage 2 and refines the term “meaningful use”. Changes to Stage 1 of meaningful use would take effect for 2103, but most would be optional until 2014.

Dr. Kenneth Ong is the Chief Medical Informatics Officer of New York Hospital Queens, a member of the New York-Presbyterian Health System, where his responsibilities include The Meaningful Use initiative for the medical center for both inpatient and outpatient, clinical informatics governance, alert management, and other clinical EHR functionality. Dr. Ong also leads the core informatics work group, which includes nursing, pharmacy, ED, and radiology. Dr. Ong's past projects include developing and implementing an acute care EMR with CPOE; clinical decision support for the ambulatory and acute care EMR; a hospital pharmacy system; web-based results review; telehealth for heart failure, and mobile physician charge capture. Steering Committee, a past president of the New York State chapter of the Health Information Management and Systems Society (HIMSS); past president and board member of Medical Informatics New York; and, a reviewer for the Informatics Review and the International Journal of Medical Informatics. Dr. Ong edited the textbook on health information technology, Medical Informatics: an Executive Primer, winner of the 2007 HIMSS Book of the Year Award; the second edition was published in 2011. Michael H. Zaroukian, MD, PhD, FACP

Dr. Zaroukian is Professor of Medicine and Chief Medical Information Officer (CMIO) at Michigan State University (MSU). Dr. Zaroukian is responsible for leading the advancement of MSU’s electronic health record (EHR) system capabilities, EHR-related research, and community EHR outreach. He also serves Sparrow Health System as EHR Project Medical Director and Director of Clinical Informatics & Care Transformation. He also served as principal investigator for a tri-county Regional Health Information Organization (RHIO) planning grant in mid-Michigan.

Dr. Zaroukian directed MSU’s enterprise-wide EHR implementation project and is past president of a large, national EHR user group. He has conducted numerous regional, national and international presentations and workshops on the use of EHR systems to improve access to and use of health information in patient care, health professions education and healthcare administration. He served as director of the MSU Internal Medicine Residency Program, councilor of the Association of Program Directors in Internal Medicine (APDIM), and as a member of the informatics group at the 2002 Institute of Medicine Health Professions Education Summit. Dr. Zaroukian is a member of the American College of Physicians Medical Informatics Subcommittee, the AMA Health Information Technology Advisory Group, and the Health Information Management and Systems Society (HIMSS) Enterprise Information Systems Steering Committee.

Paul Kleeberg, MD, is the President of The Itinerant CMIO, LLC, a small consulting firm dedicated to assisting small hospitals and clinics become meaningful users of electronic health records. He is currently the Clinical Director of REACH, the health information technology regional extension center for Minnesota and North Dakota funded by the recovery act and is a member of the Office of the National Coordinator of HIT's Meaningful Use Community of Practice Steering Team. Dr. Kleeberg has over 17 years experience working as a family physician and in information technology. As a physician, he has been in private practice with a group that provided comprehensive ambulatory, emergency and hospital care in a small Minnesota town with a population of 10,000. Later, he practiced outpatient medicine in a large multi-specialty health system in the Twin Cities Metro. As an information technologist, Dr. Kleeberg has played a key role in the implementation of several patient portal, ambulatory and hospital electronic health records produced by Epic, McKesson, Centricity and Eclipsys. One of the implementations won the HIMSS Davies Award of Excellence in 2007. He has experience in the EHR selection process, physician engagement, build, work flow redesign, clinical content management, clinical decision support and overall EHR governance. Dr. Kleeberg has presented at local and national conferences on using the EHR to support optimal care and on understanding the details of the EHR incentive program funded by the recovery act.
